Job Description

The Water Quality Solutions Manager at RES is responsible for developing and leading watershed-scale water quality restoration projects, driving business growth, and managing client relationships, with a focus on regulatory compliance, ecological restoration, and innovative nature-based solutions to improve water resources on the West Coast.

Key Responsibilities

  • Drive commercial bookings and develop watershed-scale water quality restoration projects.
  • Collaborate with regional teams to identify opportunities and support project implementation.
  • Develop and execute strategic plans and proposals to differentiate RES and support sales growth.
  • Manage water quality business strategy, pipeline development, and pursuit of projects within the targeted markets.
  • Identify and mitigate risks in project development and make strategic go/no-go decisions.
  • Provide guidance and oversight to technical teams, prioritize sales efforts, and support deal pursuits.
  • Build and maintain relationships with clients, government agencies, NGOs, and partners.
  • Stay informed on industry trends, regulations, and advancements in water quality management.
  • Recruit, train, and supervise sales, project management, and technical staff for the West Coast team.
  • Participate in industry events to promote RES and expand business opportunities.

Requirements

  • Possess a BA, BS, MA, or MS degree in Biology, Environmental Science, Geology, Hydrology, Hydrogeology, Engineering, Agricultural Science, or a similar Science field.
  • Have 15 years of experience as an Environmental Engineer or Scientist with proficiency in engineering scientific analysis and restoration design specific to water quality issues such as stormwater management treatment, green infrastructure, sediment management dredging inactivation, stream restoration, wetland restoration, constructed treatment wetlands, etc.
  • Have supervisory management and/or team lead experience of an applied-sciences, engineering, or environmental team.
  • Have at least five or more years of Regulatory and/or Environmental consulting experience as a seller-doer responsible for leading the pursuit and delivery of projects.
  • Demonstrate existing relationships with public agencies and regulators, private developers, consulting and engineering firms, non-profits, and academia to further RES reputation and business interests.
  • Ability to independently access state and federal databases to extract specific information, interpret data, and communicate results.
  • Experience in the review and preparation of regulatory documents and deliverables, and responding to agency comments.
  • Have an advanced understanding of and experience with relevant environmental regulations and permits such as CWA 401, 402, 404, NWP, IP, NPDES, ESA.
  • Ability to develop and execute state-specific strategic plans or proposals to support water quality restoration projects and differentiate RES value proposition.
  • Experience managing multiple pursuits and deals simultaneously, making strategic Go/No Go decisions with regional and national leadership.
  • Proficiency in developing and supporting business development initiatives, including pipeline development, project booking, and transition to implementation.
  • Ability to develop core working relationships with RES corporate and regional teams including Executive Management, Business Development, Sales, Marketing, Regulatory, Project Management, Engineering, Ecology, Land, Operations, Government Affairs, Finance, and Legal.
  • Strong communication skills to prepare reports and communicate market intelligence to team leaders and executives.
  • Physical ability to walk proposed restoration and construction sites in all weather conditions.
  • Willingness and ability to travel up to 30% within the region.
