Job Description

The Compliance Manager oversees prevailing wage and apprenticeship compliance for Nexamp's clean energy construction projects, leading a team of analysts to ensure regulatory adherence, manage investigations, and implement quality control measures in a fast-paced, mission-driven environment.

Key Responsibilities

  • Supervise, mentor, and develop a team of Compliance Analysts
  • Oversee certified payroll review processes for accuracy and defensibility
  • Monitor apprenticeship utilization, ratio compliance, and prevailing wage determinations
  • Implement quality control procedures to improve compliance documentation
  • Manage subcontractor engagement on complex compliance matters
  • Exercise authority in high-risk or disputed compliance determinations
  • Ensure timely resolution of underpayments, restitution, and corrective actions
  • Lead investigations into alleged wage, fringe benefit, and apprenticeship violations
  • Validate audit methodologies and ensure complete, defensible documentation
  • Identify systemic compliance risks and recommend control improvements
  • Monitor and assess impact of federal and state labor law updates
  • Lead implementation of regulatory changes into internal controls and training
  • Prepare compliance reports on trends, findings, and remediation status

Requirements

  • Four years of experience in compliance and regulatory auditing.
  • Demonstrated ability to lead compliance reviews, make defensible regulatory determinations, and oversee resolution of complex compliance matters.
  • Experience supervising audits and investigations, reviewing underpayment calculations, and ensuring defensible documentation standards.
  • Advanced ability to analyze large payroll datasets, identify patterns of risk, and maintain structured compliance tracking systems.
  • Ability to use standard computer programs, including Microsoft Office Suite and particularly Excel.
  • Bachelor’s Degree from an accredited university, preferably in Accounting, Law or Legal Studies, Business Administration, Public Administration or a related field.
  • Experience in overseeing and ensuring prevailing wage enforcement.
  • Experience in renewable energy, construction compliance, or federally funded projects.
  • Experience with certified payroll platforms.
  • Ability to supervise, mentor, and develop a team of 5-10 Compliance Analysts.
  • Ability to provide coaching to ensure consistent application of regulatory standards and enforcement practices.
  • Ability to oversee certified payroll review processes to ensure accuracy, consistency, and defensibility.
  • Ability to ensure proper monitoring of apprenticeship utilization, ratio compliance, and prevailing wage determinations.
  • Ability to implement quality control procedures to reduce errors and strengthen compliance documentation.
  • Ability to oversee subcontractor engagement on complex or escalated compliance matters.
  • Ability to exercise professional authority in high-risk or disputed compliance determinations.
  • Ability to ensure timely resolution of underpayments, restitution, and corrective actions.
  • Ability to escalate material risks to the Director with clear recommendations and impact analysis.
  • Ability to oversee investigations into alleged prevailing wage, fringe benefit, and apprenticeship violations.
  • Ability to validate audit methodologies and ensure documentation is complete and defensible.
  • Ability to identify systemic compliance risks and recommend control enhancements.
  • Ability to monitor federal and state labor law updates and assess impact on company practices.
  • Ability to lead implementation of regulatory changes into internal controls, processes, and training materials.
  • Ability to prepare monthly compliance reports summarizing trends, findings, financial exposure, and remediation status.
  • Ability to translate technical compliance risks into clear business impact summaries for leadership.

  • Demonstrated experience in effectively communicating information, ideas, and perspectives with people inside and beyond the organization.

  • Expertise in building strong internal and external relationships with customers and stakeholders, instilling trust and loyalty.
