Job Description

An Engineering Manager Water Resources leads the technical design, quality assurance, and project management of stream, wetland, and stormwater restoration projects, overseeing teams and collaborating with stakeholders to restore ecosystems and improve water quality.

Key Responsibilities

  • Lead the technical delivery of stream, wetland, and stormwater restoration projects from feasibility to construction support.
  • Guide complex design efforts, ensuring plans are permittable, constructible, and aligned with field conditions.
  • Implement and oversee QA QC processes, including plan reviews and design standards.
  • Provide technical guidance during early-stage feasibility, concept development, and construction planning.
  • Manage multiple projects simultaneously, balancing priorities, staffing, schedules, and technical risks.
  • Support permitting and compliance efforts related to Clean Water Act Section 401/404 and other regulations.
  • Coordinate with agencies, stakeholders, and clients to advance project permits and approvals.
  • Offer construction oversight support, resolving field challenges and verifying design implementation.
  • Mentor and develop engineering staff, strengthening technical skills and team performance.

Requirements

  • Bachelor's or Master's Degree in Engineering
  • PE license in most states within the region or ability to obtain quickly as needed
  • 10 to 15 years of progressive engineering experience
  • At least 5 years of staff and project management experience
  • Proven experience managing stream, wetland, and stormwater design plans
  • Deep knowledge of QA QC processes and ability to lead and/or implement them
  • Strong understanding of Clean Water Act Section 401 and 404 and relevant state and local regulations
  • Construction oversight understanding with hands-on experience preferred
  • Ability to guide technical decisions in feasibility and early construction planning
  • Strong client management experience and ability to support business outcomes through excellent delivery
  • Experience overseeing multiple projects simultaneously with competing priorities
  • Project management experience including long-term planning, department budgeting, and resource scaling
  • Experience engaging agencies and stakeholders to support permits and project approvals
