Job Description
The Personnel Security Specialist II supports all aspects of personnel security within the National Industrial Security Program, managing access, investigations, briefings, and security system administration for government and contractor personnel, primarily in SCI and collateral environments.
Key Responsibilities
- Perform personnel security tasks including in-processing, out-processing, and indoctrinations for personnel.
- Conduct nomination interviews, validate access requirements, and submit investigative requests for Collateral and SCI security programs.
- Administer security briefings, obtain signed Non-Disclosure Agreements and Statements, and manage security documentation.
- Maintain and update personnel security information in systems such as SIMS, DISS, and SWFT.
- Manage unauthorized disclosure awareness, reporting, and security program execution during indoctrinations and terminations.
- Process security eligibility requests and handle derogatory information concerning security clearances.
- Oversee the establishment and maintenance of Security Information Files for personnel under security cognizance.
Requirements
- Must be a US Citizen with an Active Top Secret clearance based on an investigation current within the last four years.
- Polygraph current within 5 years is desired.
- Completion of DSS CDSE FSO Program Management for Possessing Facilities.
- Completion of CDSE courses PS001.18, PS113.16, and PS010.16.
- Bachelors degree and 2 years of experience with Personnel Security or High School diploma/GED and 3 years of experience with Personnel Security.
- Ability to obtain and maintain additional security accesses and accounts.
- Prior industrial security experience, preferably in a multiple customer environment.
- Experience with Personnel Security in a SCI or SAP environment.
- Experience with NISS and NCAISS.
- Perform a full range of personnel security responsibilities and tasks in support of multiple Government Customers or Programs, including in-processing and out-processing personnel, defensive briefings, indoctrinations, nomination interviews, validation of access requirements, submission of investigative requests, conducting security briefings, obtaining signed Non-Disclosure Agreements (NDA) and Non-Disclosure Statements (NDS), administering personnel security modules in security systems (SIMS), and performing related personnel security actions.
- Maintain the Defense Information System for Security (DISS) to accurately reflect all personnel under their security cognizance.
- Process all derogatory information concerning Collateral and SCI indoctrinated individuals under their security cognizance and oversee the establishment of Security Information Files.
- Provide guidance and assistance for processing Collateral and SCI position and eligibility requests.
- Emphasize unauthorized disclosure awareness, management, and reporting during indoctrination and termination briefings and day-to-day security program execution.
- Excellent skills in customer service.
- Ability to plan, schedule, and arrange activities to accomplish objectives.
- High level of proficiency in Microsoft Office suite Word, Excel, PowerPoint, SIMS, DISS, and SWFT.
