Job Description

The Manager of Thermal Permitting is responsible for leading the permitting process for thermal power generation projects, coordinating with internal teams and external stakeholders to secure necessary permits and entitlements for project development, construction, and operation.

Key Responsibilities

  • Obtain all necessary permits for early, late-stage, and construction phases of thermal energy projects.
  • Manage third-party consultants and experts supporting permitting processes.
  • Coordinate with development, real estate, engineering, interconnection, and legal teams on permitting activities.
  • Develop permit strategies, track permit efforts, and work with local authorities to secure entitlements.
  • Collaborate with internal teams and external consultants to identify siting constraints, project design options, and regional permitting strategies.
  • Engage with community stakeholders and regulatory officials to facilitate project approvals.
  • Support community outreach and represent the company in community meetings and hearings.

Requirements

  • Candidates must have a minimum of 5 years of professional experience in the energy industry.
  • Candidates must have experience with the permitting process related to thermal energy projects, supporting projects from early stage development through construction commencement.
  • Candidates must have experience supporting large portfolio projects through the full project cycle from greenfield inception, to financing, and through construction.
  • Candidates must have experience acting as the lead subject matter expert to obtain all necessary permits related to early and late-stage thermal energy projects, including projects in the construction phase, and supporting the project through commissioning and project financing processes.
  • Candidates must have experience managing third-party consultants and experts in support of the permitting of portfolio projects.
  • Candidates must have experience coordinating with interdisciplinary teams including development, real estate, engineering, interconnection, and legal.
  • Candidates must have experience facilitating project discretionary permitting including permit strategy, tracking permit efforts, working with local AHJs, and obtaining all entitlements for the successful construction and operation of project facilities.
  • Candidates must have experience collaborating with internal teams and external consultants to identify siting constraints, project design, technology options, and both regional and local permitting strategies.
  • Candidates must have experience leading direct engagement with community stakeholders and regulatory officials, including representing the company and projects in community meetings and hearings.
  • Candidates must have a Bachelor’s degree (preferred).
  • Candidates must have proven experience with Microsoft Office, including advanced proficiency in PowerPoint and Excel.
  • Candidates must have experience with project management software.
  • Candidates must be able to work in the Dana Point, Salt Lake City, or Lake Oswego office a minimum of 3 days per week.
  • Candidates must have the ability to travel up to 30%.
  • Applicants must be authorized to work in the United States without employer sponsorship.
