Job Description
The Water Wastewater Project Manager is responsible for overseeing the daily operations, maintenance, and compliance of a municipal water treatment and distribution system, managing staff, coordinating with stakeholders, and ensuring regulatory adherence in a safe and efficient manner.
Key Responsibilities
- Manage and supervise daily operational and maintenance activities of the drinking water treatment and distribution system.
- Oversee regulatory sampling programs to ensure compliance and safety.
- Coordinate and communicate with staff, clients, regulators, contractors, and engineering firms to optimize system operation.
- Develop and implement predictive maintenance and manage routine and capital repair projects.
- Respond to emergency situations, process upsets, equipment failures, and alarm events.
- Prepare reports for regulators, clients, and the firm.
- Manage project budget, scope, and schedule, serving as the main point of contact between the client and the firm.
Requirements
- Serve as the System's Chief Designated Operator and be responsible for the day-to-day management and supervision of the operational and maintenance activities of the department's drinking water treatment and distribution system.
- Oversee a team of 5 staff members involved in the operation, maintenance, and compliance of the Adelanto Public Utility Authority systems.
- Manage all associated regulatory sampling programs in a safe and timely manner.
- Ensure the maintenance of 100% compliance through daily process monitoring and a comprehensive maintenance system.
- Coordinate and communicate effectively with operations staff, client representatives, regulators, contractors, and engineering firms.
- Work closely with all parties to ensure effective system operation and optimization.
- Implement and manage an innovative predictive maintenance management program.
- Administer and implement all routine and capital repair and replacement projects.
- Respond to emergency situations including process upsets, equipment failures, force majeure events, alarm events, etc.
- Regularly prepare reports for regulators, clients, and the firm.
- Manage the project budget and oversee the scope and schedule of contractual obligations.
- Serve as the main point of contact between the client and the firm.
- Work comfortably in a self-directed environment with minimal daily supervision, with supervision provided by an Area Manager.
- Follow established safety, operating, and emergency response procedures to perform work in a safe and professional manner.
- Participate in an on-call rotation for plant coverage outside normal work hours, including evenings, weekends, and holidays.
- Respond to emergency events and alarm call-outs as scheduled and required.
- Be available for standby duty and work in inclement weather as needed.
- Possess a minimum of 5 years of experience in water treatment, distribution, or related operational roles.
- Possess a valid and current water treatment operator certification appropriate for the system (e.g., Water Treatment Operator Certification).
- Possess a valid driver’s license and be able to operate vehicles and equipment as required.
- Have knowledge of water treatment and distribution system operations, regulatory requirements, safety procedures, and emergency response protocols.
- Demonstrate strong communication skills for report writing, coordination, and stakeholder engagement.
- Be physically capable of working outdoors in various weather conditions, including inclement weather.
- Be dependable with reliable attendance and availability for standby duty, working evenings, weekends, and holidays as needed.
