Job Description
The Program Manager, Systems Engineer leads multidisciplinary technical teams in executing defense-related RF and Photonics subsystem programs, managing all phases from proposal to completion, ensuring technical, schedule, and budget objectives are met, while maintaining customer relationships and supporting business development.
Key Responsibilities
- Lead technical teams to execute programs in RF and Photonics subsystems such as Radar, Communication, and Sensing.
- Manage all phases of programs from proposal to completion, ensuring technical, schedule, cost, and quality objectives are met.
- Establish program baselines and monitor execution to achieve contractual commitments.
- Ensure system designs meet all technical requirements.
- Collaborate with project teams to develop plans, milestones, and monitor progress.
- Identify risks and proactively implement solutions.
- Interface with customers to address technical issues, briefings, and maintain relationships.
- Support employee development through performance feedback, growth opportunities, and mentoring.
- Participate in proposal activities, business development, and marketing efforts.
- Review financial reports, conduct budget analysis, and manage project financials using earned value management.
Requirements
- Experience leading multidisciplinary teams and interfacing with government customers is essential.
- Minimum 7 years of general experience in an engineering or manufacturing environment.
- Minimum 5 years in program and project management of US government contracts with a value of 5 million to 10 million dollars.
- Experience with Advanced Development of Defense Systems including RF and Photonics subsystems in Radar, Communications, and Sensing.
- Good communication skills, both verbal and written.
- Experience leading in a matrixed organization, relying on the ability to collaborate and influence.
- Professional experience in proposal and business development and marketing.
- Strong understanding of U.S. government solicitations, requirements for proposal submissions, and acquisition process.
- Knowledge in preparing and reviewing financial reports and conducting budget analysis; earned value management is essential.
- Knowledge of systems engineering, especially requirements management and verification/validation, is a plus.
- Proficiency with Microsoft Project, Word, Excel, and PowerPoint.
- Ability to work well in a team and independently.
- Must be willing to travel and work in a team of highly skilled engineers on complex projects.
- Must be sufficiently mobile to work within confined spaces and have both visual and hearing acuity.
- Educational requirement: M.S. degree with a minimum of 5 years of experience (7 years preferred) or B.S. degree with a minimum of 7 years of experience (9 years preferred).
- U.S. citizenship with the ability to obtain and maintain a DoD security clearance.
