Job Description
The IT Project Manager is responsible for overseeing the planning, execution, and delivery of complex IT projects within regulated environments, ensuring they are completed on time, within scope and budget, while coordinating cross-functional teams and managing project tools and resources.
Key Responsibilities
- Define project scope, goals, and deliverables in collaboration with stakeholders
- Develop and maintain project plans, including schedules, budgets, and resource allocation
- Coordinate and lead project teams, ensuring effective communication and collaboration
- Monitor project progress, identify risks, and implement mitigation strategies
- Conduct schedule impact analysis and identify shortfalls affecting milestones
- Collect pre-project planning information with subject matter experts
- Conduct regular project status meetings and provide updates to stakeholders
- Manage and report project status across multiple project leads and teams
- Utilize project management tools like ServiceNow and Jira to track tasks
- Manage project budgets, track expenses, and ensure financial compliance
- Perform administrative tasks and schedule meetings with project teams
- Ensure compliance with policies, procedures, and industry standards
- Drive critical path and earned value analysis for project tracking
- Provide leadership and guidance to project team members
- Ensure schedules and workflows are integrated across programs and enterprise
- Evaluate project outcomes and identify areas for improvement
- Support planning and strategy for future projects
- Collaborate with the Enterprise PMO and utilize standardized processes and templates
Requirements
- Proven experience as an IT Project Manager, with a track record of successfully delivering complex projects
- Experience with IT Project Management in a regulated environment e.g., NIST 800-53, ICD 503, JSIG, CNSSI 1253, NISPOM
- Strong knowledge of project management methodologies and tools
- Excellent communication, interpersonal, and reporting skills
- Ability to effectively manage multiple projects and priorities
- Strong analytical and problem-solving abilities
- Ability to think ahead to identify, plan, prepare and mitigate risks and potential issues
- Solid understanding of software implementations
- Experience and understanding of IT infrastructure and support
- Balanced business technical background with sufficient level of technical understanding to provide insight throughout projects
- Excellent attention to detail
- Strong proficiency in Microsoft Office products (Word, Excel, Outlook, Visio, PowerPoint, Project)
- Resource planning and reporting skills
- Ability to act as a business partner and liaison between many different departments within and external to HRL Laboratories
- Bachelor’s degree or equivalent in information technology or related technical discipline
- 7 years of experience in a related role or an equivalent combination of technical education and experience
- Willingness to obtain and maintain a current Secret security clearance, with the ability to upgrade to Top-Secret clearance with SCI eligibility
- Must be U.S. citizen
- Physical ability to occasionally stand, climb, stoop, kneel, crouch, or crawl
- Ability to regularly lift and/or move up to 30 pounds
- Position is 100% on-site
- Responsibilities sometimes require working evenings and weekends, and with little to no advance notice
- Up to 10 days of travel may be required

Compensation salary range: 109,695 - 137,145 bonus benefits
