The role involves advising on environmental permitting, compliance, and due diligence for utility-scale solar and storage projects across the Central and Western U.S., ensuring regulatory adherence and supporting project development and operations.
Key Responsibilities
Develop and lead environmental permitting strategies for transmission-scale energy projects in specified U.S. markets.
Oversee environmental regulatory compliance processes, including resource studies, impact permitting, and mitigation negotiations.
Advise project developers on scope, consultant selection, and management of environmental diligence activities.
Conduct environmental due diligence for development and acquisition opportunities, preparing necessary documentation.
Lead communication and coordination with federal and state land and regulatory agencies.
Review technical environmental reports and plans related to construction and operational environmental management.
Prepare environmental content for project documents, proposals, and development plans.
Assist in developing protocols for ongoing environmental compliance during operations and maintenance.
Requirements
Bachelor's degree in Environmental Science, Engineering or an Environmental-related field from an accredited college or university.
Experience and expertise interpreting federal and state environmental laws including ESA, NEPA, CWA, NHPA, guidelines, and policies.
At least 5 years of professional experience in environmental permitting and or compliance in Central U.S. or Western U.S. markets.
Experience in developing and leading environmental permitting strategies for transmission scale energy generation projects in the Central U.S. markets (ERCOT, SPP, MISO South, WECC including TX, OK, AR, CO, AZ, and NV).
Experience in managing complex, dynamic environmental regulatory compliance processes such as targeted environmental resource studies (wetland delineations, Phase I ESAs, cultural resource inventories), impact permitting, and mitigation negotiation.
Ability to develop standard scopes for environmental diligence processes and advise project developers on scope and consultant selection and management.
Experience conducting environmental due diligence for development and acquisition opportunities and preparing associated documentation.
Experience leading federal and state land and regulatory agency communication and coordination, including agencies such as USACE, SHPO, and wildlife agencies.
Ability to review technical reports including Phase I ESA, wetland and waterway delineations, habitat assessments, cultural resource surveys, threatened endangered species surveys, avian and bat use surveys, and construction environmental monitoring audits.
Experience reviewing plans for environmental management during construction and operations, including stormwater management plans, spill pollution prevention plans, construction oversight plans for species protection, and archaeological resource protection.
Ability to prepare environmental content for documents such as marketing proposals, plans of development, and zoning applications.
Experience with developing protocols to manage ongoing compliance requirements during operations and maintenance, and advising on compliance issues.
Ability to participate in regional and national initiatives, symposia, conferences, and industry groups as needed.
Self-directed, solutions-oriented, and problem-solving mindset with the ability to work effectively in a team environment.
Ability to adapt to a fast-paced business environment with competing deadlines and manage multiple projects with competing priorities.
Willingness and ability to travel regionally or locally, as required, in accordance with health and safety requirements.
