Job Description

The Payroll Finance Compliance Analyst supports certified payroll, fringe benefit compliance, and financial controls for construction projects, ensuring regulatory adherence and internal control effectiveness in a remote or hybrid work environment.

Key Responsibilities

  • Process weekly certified payroll for field employees, ensuring compliance with wage classifications and reporting requirements.
  • Manage certified payroll for public works and prevailing wage projects, including submission of reports like WH-347.
  • Conduct fringe benefit audits and reconcile fringe allocations and contributions.
  • Maintain accurate job classifications, wage determinations, and employee setup for each project.
  • Interface with project managers, field teams, and subcontractors to gather and review payroll documentation.
  • Prepare and analyze reports related to payroll costs, fringe utilization, and labor trends.
  • Assist with month-end payroll accruals and reconciliations.
  • Monitor changes in wage determinations and regulatory requirements to update internal systems.
  • Evaluate and monitor subcontractor compliance with prevailing wage and certified payroll requirements.
  • Assess internal control environments, conduct compliance assessments, and collaborate on process improvements.
  • Coordinate with management and stakeholders to ensure compliance and process integrity.
  • Develop plans to integrate and harmonize control environments across departments.
  • Prepare and issue 1099 forms and maintain related documentation.

Requirements

  • Bachelor's degree in Business Administration, Finance, or similar field (preferred).
  • At least 3 years of experience in construction payroll, certified payroll compliance, or finance-related internal controls.
  • Proficiency with payroll platforms and construction software such as LCPtracker, Procore, or equivalent.
  • Solid understanding of financial operations, cost accounting, and control environments.
  • High attention to detail, organization, and ability to manage confidential data responsibly.
  • Strong interpersonal and communication skills, with experience coordinating across teams.
  • Proficiency in Excel and financial reporting tools including pivot tables, lookups, and analysis.
  • Must reside in NY, MA, CT, NJ, or PA.
  • Experience with managing certified payroll for public works and prevailing wage projects, including submission of WH-347 and jurisdiction-specific reports.
  • Ability to prepare and analyze reports related to field payroll costs, fringe utilization, and project labor trends.
  • Ability to assist with month-end accruals and reconciliation related to payroll, fringe, and labor burden.
  • Ability to monitor changes in wage determinations, fringe benefit thresholds, and regulatory requirements to keep internal systems up to date.
  • Experience in evaluating and monitoring subcontractor compliance with prevailing wage and certified payroll requirements.
  • Experience in conducting fringe benefit audits and reconciliation to ensure proper tracking of fringe allocations and contributions.
  • Ability to interface with project managers, field teams, and subcontractors to gather, review, and ensure timely submission of timecards and payroll documents.
  • Ability to maintain and organize certified payroll records for audit readiness and internal compliance reviews.
  • Experience in developing and implementing internal controls around payroll and compliance processes.
  • Experience in assessing and optimizing internal control environments, including collaboration on scoping, testing, reporting, and remediating.
  • Ability to prepare and issue 1099 forms and maintain appropriate documentation.
  • Ability to support daily financial and compliance activities across various business functions.
  • Willingness to work a minimum of 40 hours per week; non-exempt employees eligible for overtime pay.
  • Pre-employment background check including employment verification, criminal history check, and drug screen.
  • Compliance with drug and alcohol-free workplace policies, including prior drug and alcohol testing records for safety-sensitive roles if applicable.

Base salary range of $75,000-$95,000 with potential for annual performance-based bonus
