Job Description

The position involves leading civil site development for large-scale renewable energy projects, managing design, permitting, client communication, and construction support, while mentoring team members and ensuring project success from feasibility to completion.

Key Responsibilities

  • Lead site development for large-scale renewable projects, including scope, schedule, and budget management.
  • Manage civil workstreams such as site planning, grading, drainage, roadways, stormwater, and erosion sediment control from feasibility through construction.
  • Review and approve design calculations, plans, and specifications while enforcing QA/QC standards.
  • Coordinate multi-disciplinary efforts with electrical, environmental, and survey teams to resolve interfaces and constraints.
  • Lead permitting and entitlement processes, including preparing submittals and responses for authorities having jurisdiction.
  • Manage client relationships by overseeing schedules, budgets, risks, change orders, and presenting technical findings.
  • Support construction activities through RFIs, design clarifications, site reviews, and field walks.
  • Mentor and direct engineering and design staff, developing best practices and reusable standards.

Requirements

  • Bachelor of Science in Civil Engineering; a Master of Science in Civil Engineering is a plus.
  • 8 to 12 years of civil site design experience, with at least 4 years in utility-scale solar, BESS, or comparable large infrastructure projects.
  • PE license or ability to obtain licensure in a short order; strongly preferred.
  • Proven project management experience including scope, schedule, budget, risk, and change management.
  • Demonstrated success leading multi-disciplinary design teams and mentoring junior staff.
  • Willingness to travel periodically for site walks, permitting meetings, and construction support.
  • Ability to lead day-to-day project ownership including scope, schedule, and budget management.
  • Experience in driving civil workstreams such as site planning, grading, drainage, roadways, stormwater, erosion sediment control from feasibility through IFC and as-built stages.
  • Experience in design management including setting design criteria, reviewing and approving calculations, plans, and specifications, and enforcing QA/QC standards.
  • Ability to coordinate multi-discipline interfaces including electrical collection, substation, environmental permitting, and survey.
  • Experience in permitting and entitlement processes including managing submittals and responses with AHJs, SWPPP, NPDES, grading, access ROW, drainage reports, floodplain, and utility coordination.
  • Experience managing schedules, budgets, risks, and change orders, and conducting progress meetings, presenting technical findings, and value-engineering options.
  • Ability to provide construction support including RFIs responses, design clarifications, cut fill optimization, access improvements, and site field reviews.
  • Experience in technical utility-scale site layout optimization for PV arrays and BESS yards considering setbacks, topographic constraints, access, O&M, and drainage.
  • Experience in grading earthwork, earthwork mass balance, and constructability on variable terrain under-rack grading tracker constraints.
  • Knowledge of hydraulics and hydrology including detention, retention, culverts, channels, outfalls, and floodplain impacts.
  • Experience in stormwater erosion control plans (SWPPP, BMPs) tailored to phased construction.
  • Experience in designing roads, pads, gravel haul roads, inverter transformer GC laydown, and crane paths.
  • Ability to produce civil basis-of-design reports, drainage reports, quantity takeoffs, opinions of probable cost, and IFC package leadership.
  • Proficiency with AutoCAD Civil 3D (surfaces, corridors, grading, pipe networks, sheet sets), HEC-RAS, HEC-HMS or Hydraflow equivalents, and GIS workflows.
  • Physical ability to perform site walks, permitting meetings, and construction support activities.
