Job Description

The Pre-Construction Manager at Orenda is responsible for overseeing the pre-construction phase of renewable energy projects, including scope definition, bid packaging, schedule and cost management, permitting coordination, and ensuring project readiness for construction. The role involves cross-functional collaboration to de-risk projects and deliver decision-ready artifacts from late-stage development through mobilization.

Key Responsibilities

  • Own the end-to-end pre-construction readiness plan for assigned projects from late development through Notice to Proceed.
  • Define bid packages and detailed scopes of work in collaboration with Construction and engineering teams.
  • Manage bid-period controls, including RFIs, clarifications, and addenda, to ensure disciplined bidder communication.
  • Support the synchronization of major equipment, field services, and consultant scopes to prevent scope gaps and ambiguities.
  • Coordinate procurement timelines, site logistics, and sequencing with construction assumptions to ensure smooth field execution.
  • Maintain pre-construction milestone schedules and ensure plans reflect true constraints for procurement and mobilization.
  • Track and update cost forecasts and risk narratives in coordination with Finance and project controls.
  • Support permitting activities by tracking constraints and ensuring inputs for procurement and construction readiness.
  • Support prequalification, bidder coverage, and vendor constraint tracking for procurement activities.
  • Compile and deliver comprehensive handoff packages to construction, including scopes, budgets, schedules, risks, and procurement documentation.

Requirements

  • Bachelor's degree in Construction Management, Engineering, Business, or a related field.
  • 5 years of experience in pre-construction, project controls, estimating, procurement support, or construction management on complex projects in energy, utility, industrial, or commercial sectors.
  • Demonstrated ability to define scopes, support contractor bidding, and manage bid-period controls including RFIs, clarifications, and addenda.
  • Proficiency in building and maintaining integrated schedules and milestone logic.
  • Ability to support multi-million-dollar budgets and maintain forecast integrity.
  • Clear, concise communication skills capable of producing decision-grade summaries and coordinating across internal teams and external counterparties.
  • Proficiency with project controls and document management tools such as Kahua, Procore, MS Project, Primavera P6.
  • Support the end-to-end pre-construction readiness plan for assigned projects from late development through Notice to Proceed, including maintaining a clear critical path and readiness checklist.
  • Define bid packages and detailed scopes of work in partnership with Construction leadership and engineering design counterparts, ensuring scopes are complete, comparable, and aligned across vendors and contractors.
  • Manage bid-period controls including the RFI log, clarification register, addenda inputs, and internal approval routing to maintain disciplined bidder communications.
  • Support the synchronization of major equipment, field services, and consultant scopes to ensure no scope gaps, interface ambiguities, or misalignments between contracts, schedule, and budget.
  • Coordinate with Procurement to ensure site logistics, sequencing, and assumptions are synchronized with major equipment delivery timelines, staging, handling constraints, and commissioning needs.
  • Maintain pre-construction milestone tracking and schedule inputs for design, permitting, procurement, and mobilization, ensuring bid and award plans reflect true constraints.
  • Maintain current cost forecasts and cost-risk narratives for assigned projects in coordination with Finance and pre-construction leads.
  • Support partner collaboration with Development Permitting to track permitting constraints impacting bid packages and mobilization, such as permit set readiness and AHJ iteration risk, without owning permit submissions.
  • Support prequalification activities, bidder coverage, and vendor constraint tracking, including lead times, reservations, and warranty service terms.
  • Systematically compile and deliver comprehensive handoff packages to Construction, including executed scopes, contract status, budgets, schedules, risks, lease landlord items, and procurement documentation.
  • Help build repeatable pre-construction mechanisms, templates, checklists, DoR matrices, and support adoption of systems tools such as Kahua for durable single-source-of-truth execution.
  • Standardize key pre-construction artifacts, scope templates, readiness checklists, bid package requirements, and handoff deliverables based on Orenda’s standard product configurations, ensuring each project starts from a consistent, reusable baseline.
