The Program Manager, Systems Engineer at HRL Laboratories leads multidisciplinary teams to execute programs in RF and Photonics subsystems such as Radar and Communication, overseeing all phases from proposal to completion while ensuring technical, schedule, and budget objectives are met.
Key Responsibilities
Lead diverse technical teams to execute programs in RF and Photonics subsystems such as Radar, Communication, and Sensing.
Manage all phases of programs from proposal to completion, ensuring technical, business, and financial objectives are met.
Establish program baselines and monitor execution to ensure commitments are achieved.
Ensure system designs meet all technical requirements.
Meet contract deliverables and maintain strong customer relationships.
Collaborate on planning, milestones, and risk management with project teams.
Interface with customers to address technical and programmatic needs.
Support employee development through performance feedback and mentoring.
Participate in proposal activities, business development, and marketing efforts.
Review financial reports, conduct budget analysis, and manage program costs.
Requirements
Experience leading multidisciplinary teams and interfacing with government customers is essential
Minimum 7 years of general experience in an engineering or manufacturing environment
Minimum 5 years in program and project management of US government contracts with a value of 5M to 10M
Experience with Advanced Development of Defense Systems including RF and Photonics subsystems in Radar, Communications and Sensing
Good communication skills, both verbal and written
Ability to interact professionally with managers, co-workers, and customers
Ability to work well in a team and independently
Experience leading in a matrixed organization, relying on your ability to collaborate and influence
Professional experience in proposal and business development and marketing
Strong understanding of U.S. government solicitations, requirements for proposal submissions, and acquisition process
Knowledge in preparing and reviewing financial reports and conducting budget analysis, with earned value management being essential
Interaction with highly technical staff must be effective
Proficiency with Microsoft Project, Word, Excel, and PowerPoint
M.S. degree with a minimum of 5 years of experience, or 7 years preferred
B.S. degree with a minimum of 7 years of experience, or 9 years preferred
Must be willing to travel and work in a team of highly skilled engineers on complex projects
Willingness to work in a fast-paced, deadline-driven environment
Must be sufficiently mobile to work within confined spaces and have both visual and hearing acuity
US citizenship and ability to obtain and maintain US Government security clearance
