Job Description Summary
As a Workforce Planning and Operations Manager within our Power Conversion and Storage business, you will play a critical role in the successful execution of high-value, large-scale datacenter projects (exceeding $1B). You will be the central point of contact for human capital strategy, ensuring that our project teams are optimally staffed, properly mobilized, and compliant with international labor and immigration regulations.
Reporting to the Program Director - Datacenters, your leadership will ensure workforce readiness and mobilization while maintaining the highest standards of regulatory and labor compliance.
1. Staffing and Recruitment Ramp Up
• Drive a comprehensive staffing strategy for project ramp-up, ensuring all roles are filled in alignment with aggressive project construction and commissioning timelines.
• Partner closely with the Central Talent Acquisition team to define job requirements, align candidate profiles, and prioritize hiring needs based on the $1B+ project schedule.
• Pace and synchronize recruitment activities with project milestones, ensuring a steady, high-quality pipeline of talent that avoids both hiring bottlenecks and idle labor costs.
• Monitor recruitment KPIs and "time-to-fill" metrics, escalating potential delays in talent acquisition that may jeopardize project milestones.
• Work with HR Business Partners to ensure the right technical skills are matched to project milestones.
2. Immigration & Global Mobility Oversight
• Manage complex international labor mobility and immigration requirements for global teams working on datacenter sites.
• Act as the liaison between external immigration counsel, project management, and site leadership to ensure visa, work permit, and tax compliance.
• Mitigate project delays by proactively addressing regulatory or movement barriers for key personnel.
3. Prevailing Wage & Apprenticeship Compliance
• Oversee and ensure project-wide compliance with prevailing wage requirements, ensuring all payroll and labor reporting meets specific local, state, or federal mandate thresholds.
• Monitor and manage apprenticeship utilization requirements, ensuring the project meets mandatory ratios by coordinating with local unions, trade schools, or internal apprenticeship programs.
• Maintain accurate, audit-ready documentation regarding labor classifications, hours worked, and wage rates to mitigate project risk and legal liability.
