Job Description

The Completions Engineer is a systematic detail-oriented coordinator who ensures nothing falls through the cracks during the critical transition from construction and commissioning to licensed operations.

Requirements

Translate high-level readiness criteria into specific, verifiable requirements for each system and functional area—breaking down abstract concepts like "the facility is ready to operate" into hundreds of concrete, measurable completion items with clear acceptance criteria
Define what objective evidence is required to demonstrate each requirement is satisfied —specifying the documentation, demonstrations, inspections, or test results needed to prove readiness with sufficient rigor to satisfy regulatory scrutiny
Work with Commissioning Test Engineers to identify system-specific readiness requirements including equipment status verification, testing completion, punchlist resolution, documentation adequacy, and personnel qualification
Support the Commissioning Manager in defining turnover prerequisites —establishing the specific requirements and evidence needed for construction-to-commissioning turnover and commissioning-to-operations turnover for each system
Work with Readiness Leads across all functional areas (Operations, Maintenance, QA, Nuclear Safety, Engineering, etc.) to establish functional-area requirements and evidence standards ensuring each organization knows exactly what they must demonstrate
Exercise questioning attitude throughout requirements definition —challenge vague requirements, probe for specificity, and ensure acceptance criteria are objective and verifiable rather than subjective
Own and continuously improve the requirements definition and evidence framework methodology used across all TRISO-X facilities—translating high-level readiness criteria into specific, verifiable requirements and establishing the enterprise standard for what constitutes acceptable evidence
Define the enterprise standard for objective evidence needed to demonstrate readiness—specifying documentation, demonstration, inspection, and test result requirements with the rigor to withstand NRC scrutiny across multiple facilities and licensing bases
Serve as the final technical authority when Commissioning Test Engineers, Readiness Leads, or department managers disagree on system-specific readiness requirements, equipment status verification, testing completion, or personnel qualification standards
Partner directly with the Commissioning Manager and site leadership to define turnover prerequisites for the most complex, first-of-a-kind systems, and establish the enterprise template used to define turnover prerequisites for future facilities
Set functional-area requirements and evidence standards enterprise-wide in partnership with Readiness Leads across Operations, Maintenance, QA, Nuclear Safety, and Engineering, ensuring consistency across all TRISO-X facilities
Model and coach the questioning attitude expected throughout the organization—challenge vague requirements, probe for specificity, and mentor other completions and readiness engineers on developing objective, verifiable acceptance criteria
Mentor and develop less experienced completions and readiness engineers, reviewing their requirements definitions and evidence frameworks and building organizational bench strength in this discipline
Evidence Gathering & Tracking
Establish the enterprise methodology and standards for evidence files that document readiness through inspection reports, test results, training records, procedure approvals, calibration certificates, and other objective documentation, and coach department managers on building comprehensive files that meet this standard
Serve as the escalation point for the most complex punchlist management issues—resolving cross-organizational disagreements on punchlist resolution and ensuring punchlist closure is properly documented in evidence files supporting turnover
Own the completions database methodology and tooling strategy—the systematic tracking system architecture that captures every requirement, status, responsible party, due date, dependency, and linked evidence across all facilities
Provide oversight and quality assurance over tracking of hundreds to thousands of open readiness actions across all functional areas and systems, auditing tracking rigor and coaching others on maintaining relentless attention to detail
Serve as the primary source of enterprise-wide turnover milestone readiness visibility, briefing the Commissioning Manager and executive leadership directly on which systems and facilities are ready for turnover, what prerequisites remain open, and what punchlist items must be resolved
Identify the most complex completions roadblocks and cross-facility dependencies, and drive resolution directly with executive leadership when standard escalation paths are insufficient
Work across organizational and facility boundaries—including with personnel who do not report to you—to obtain evidence and drive closure, leveraging established credibility and relationship capital built over a career in completions and readiness
Continuously evaluate and improve completions tracking tools and processes based on lessons learned, incorporating improvements into the standard methodology used across all TRISO-X facilities
Quality & Verification
Establish the enterprise standard for evidence review—verifying that submitted documentation actually demonstrates what it claims, and training other completions and readiness engineers on how to probe for gaps and challenge assumptions rather than accepting evidence at face value
Set and enforce the enterprise standard for meticulous evidence management, ensuring every document is properly indexed, every link is traceable, every signature is present, every revision is current, and every piece of evidence can be retrieved instantly when regulators ask
Own final review and sign-off on turnover documentation for the most complex or first-of-a-kind systems—verifying turnover packages include all required evidence, test reports are complete, punchlist status is accurately documented, and acceptance criteria are satisfied
Lead and support internal readiness assessments and NRC-facing readiness reviews, providing completions data, evidence files, and status summaries, and personally representing completions and readiness status to regulators and executive leadership without oversight
Prepare and deliver status briefings and reports directly to executive leadership and Operational Readiness Reviews, translating enterprise-wide completions data into clear summaries of overall readiness status and remaining gaps
Serve as subject matter expert reviewer for completions methodology changes proposed across the organization, ensuring changes maintain rigor and regulatory defensibility
Coordination & Influence
Build and maintain enterprise-wide working relationships—establish yourself as the trusted senior partner who helps the entire organization meet its readiness obligations rather than as a compliance enforcer
Influence senior leadership and cross-organizational stakeholders without formal authority to drive completion of the most difficult, highest-consequence actions, using persistence, credibility, and relationship capital built over a career in this discipline
Facilitate executive-level coordination meetings bringing together multiple stakeholders and facilities to resolve the most complex cross-functional issues, align on enterprise evidence standards, and drive collective progress toward readiness milestones
Serve as the primary completions and readiness representative to the Commissioning Manager, Joint Test Group, and executive leadership, providing turnover readiness status, punchlist tracking, and evidence file status for the most critical systems and milestones
Communicate progress, issues, and risks directly to executive leadership and external regulators, translating technical completions status into clear, decision-ready summaries
Mentor and develop completions and readiness engineers across the organization, building the bench strength and institutional knowledge needed to sustain the completions program across future TRISO-X facilities
