Job Description

The Water Wastewater Project Manager is responsible for overseeing the daily operations, maintenance, and compliance of a drinking water treatment and distribution system, managing a team, coordinating with stakeholders, and ensuring regulatory adherence in a safe and efficient manner.

Key Responsibilities

  • Manage and supervise daily operations and maintenance of the drinking water treatment and distribution system.
  • Oversee regulatory sampling programs to ensure compliance and safety.
  • Coordinate and communicate with staff, clients, regulators, contractors, and engineering firms.
  • Implement and manage predictive maintenance and oversee routine and capital repair projects.
  • Respond to emergency situations, process upsets, equipment failures, and alarm events.
  • Prepare reports for regulators, clients, and internal stakeholders.
  • Manage project budget, scope, and schedule, serving as the main point of contact for the client.
  • Ensure safety and emergency response procedures are followed during operations.

Requirements

  • Serve as the System's Chief Designated Operator and be responsible for the day-to-day management and supervision of the operational and maintenance activities of the department's drinking water treatment and distribution system.
  • Oversee a team of 5 staff members and manage the daily operation, maintenance, and compliance of the Adelanto Public Utility Authority systems, including managing all associated regulatory sampling programs in a safe and timely manner.
  • Manage the operation and maintenance of the system which includes 12 groundwater wells, 2 purchased water interconnects, 165 miles of transmission and distribution pipelines, nearly 10,000 water services, 6 reservoirs, 3 booster pump stations, 1 drinking water treatment plant, and a 3-zone distribution system.
  • Ensure maintenance of 100% compliance through daily process monitoring and a comprehensive maintenance system.
  • Coordinate and communicate effectively with operations staff, client representatives, regulators, contractors, and engineering firms to ensure system operation and optimization.
  • Implement and manage an innovative predictive maintenance management program.
  • Administer and implement all routine and capital repair and replacement projects.
  • Respond to emergency situations including process upsets, equipment failures, force majeure events, alarm events, and other emergencies.
  • Regularly prepare reports for regulators, clients, and the firm.
  • Manage the project budget, scope, and schedule of contractual obligations.
  • Serve as the main point of contact between the client and the firm.
  • Work comfortably in a self-directed environment with minimal supervision, with supervision provided by an Area Manager.
  • Follow established safety, operating, and emergency response procedures to perform work in a safe and professional manner.
  • Participate in an on-call rotation for plant coverage outside normal work hours, including evenings, weekends, and holidays.
  • Respond to emergency events and alarm call-outs as scheduled and required.
  • Availability for standby duty and the ability to work in inclement weather as needed.
