Job Description

A water utilities-focused GIS consultant and project manager responsible for delivering enterprise GIS solutions using Esri technologies, including ArcGIS Enterprise and Utility Network, to improve asset management, operational efficiency, and data integration for water, sewer, and stormwater utilities.

Key Responsibilities

  • Implement and support ArcGIS Enterprise and ArcGIS Utility Network solutions for water utilities.
  • Collaborate with clients to develop multi-year GIS implementation and migration strategies.
  • Analyze client requirements and business workflows to create actionable geospatial strategies and technical work plans.
  • Advise clients on GIS architectures, product selection, and release planning tailored to water utilities.
  • Lead project management activities, including planning, execution, and delivery of GIS projects.
  • Manage project scope, schedule, budget, and contractual deliverables, ensuring quality and risk management.
  • Coordinate cross-functional teams during requirements gathering, design, build, and deployment phases.
  • Track project performance and report on progress to stakeholders.
  • Support business development efforts through client relationship management and expanding GIS services.

Requirements

  • Minimum of 5 years of significant, proven experience applying Esri’s ArcGIS technology within the water utilities industry, supporting daily operations, asset management, data management, field operations, and customer engagement.
  • Experience using and configuring Esri products to solve water utilities business problems, including ArcGIS Pro, ArcGIS Enterprise (including Portal and its components), ArcGIS Utility Network, ArcGIS Field Maps, and ArcGIS Solutions.
  • Proven experience with proposal writing, including preparing executive summaries, solution design, scope of work, staffing, and pricing.
  • Ability to develop enterprise-level project designs, work plans, budgets, and schedules.
  • Strong collaboration skills and the ability to work independently.
  • Excellent interpersonal, verbal and written communication, presentation, and leadership skills.
  • Ability to work on multiple activities and projects in parallel.
  • Bachelor’s degree in information systems, GIS, geography, or a relevant field.
  • Experience in leading project management activities, including planning, execution, and delivery of water utilities GIS projects, ensuring alignment with client goals and industry best practices.
  • Experience in managing project scope, cost, schedule, contractual deliverables through planning, tracking, quality assurance, change control, and risk management.
  • Experience in managing small to large scale projects and leading project teams during requirements gathering, analysis, design, build, and rollout phases.
  • Experience in tracking project performance and reporting on status.
  • Experience in advising customers on GIS strategies, architectures, product selection, and release planning, with an emphasis on ArcGIS Utility Network and enterprise solutions for water utilities.
  • Experience in collaborating with clients to prepare multi-year GIS implementation and migration strategies.
  • Experience in analyzing and interpreting business and technical problems specific to water utilities, and distilling them into manageable and practical solutions using ArcGIS technologies.
  • Experience in creating and managing project scope, cost, schedule, and contractual deliverables.
  • Experience in working with Esri’s marketing and sales teams to support business development, expansion into new application areas, and delivery of products and services.
  • Experience in managing client relationships and expectations.
  • Knowledge of RDBMS and geodatabase design, with best practices in data management.
  • Knowledge of integrating business systems with ArcGIS to support work management, asset management, SCADA, customer information, and document management.
  • Familiarity with mobile applications for data collection of water utilities assets.

Compensation/salary range: $82,160 - $138,320 USD
