Job Description
The Manager, Permitting at Avantus will lead and direct the permitting processes for utility-scale solar and energy storage projects, ensuring compliance with local, state, and federal regulations. This role involves collaboration with cross-functional teams and managing external consultants to support the company's clean energy development initiatives.
Key Responsibilities
- Lead and direct discretionary land use and natural resources permitting.
- Engage with regulatory authorities for project compliance and permitting activities.
- Assist cross-functional teams in understanding permits and proposed strategies.
- Manage and oversee external consultants and review their work.
- Support project financing activities and financial due diligence.
- Develop and deliver on project schedules and budgets.
- Build relationships with regulators and stakeholders.
Requirements
- A bachelor’s degree in environmental science, biology, land use planning, ecology, geography, development or other relevant field; master’s degree preferred.
- A minimum of five (5) years of experience in managing compliance and permitting issues.
- Experience within the utility-scale solar industry.
- Demonstrated experience leading discretionary permitting activities for large capital projects.
- A thorough understanding of environmental laws and regulations including CEQA and NEPA.
- Experience obtaining discretionary land use permits including conditional use permits, special use permits, zone changes amendments, and general comprehensive plan amendments, BLM BOR BIA DOE Rights-of-Way and natural resource permits in the Western US.
- Experience securing federal approvals consultations including Section 7 and 10 of the federal Endangered Species Act, NHPA Section 106 Consultation, CWA Section 404 and 402 Permitting, MBTA, and BGEPA.
- A thorough understanding of environmental mitigation requirements, and experience implementing cost-effective mitigation strategies.
- The ability to manage multiple time-sensitive tasks simultaneously.
- The ability to communicate effectively, both verbally and in writing.
- The ability to work as part of a team in a dynamic and fast-paced environment.
