Job Description

The Manager, Permit Compliance oversees environmental and land use permit adherence for utility-scale solar and energy storage projects, ensuring regulatory compliance through coordination with various teams and agencies, and managing permit-related activities and reporting.

Key Responsibilities

  • Oversee permit compliance activities for operating solar and energy storage projects, including managing staff and consultants.
  • Ensure compliance with permit requirements, track stipulations, manage mitigation measures, and prepare reports for regulatory agencies.
  • Develop and maintain relationships with local, state, and federal regulatory authorities to facilitate compliance.
  • Serve as subject matter expert on permit conditions and support permit development and review processes.
  • Provide strategic guidance to multidisciplinary project teams on permit compliance matters.
  • Produce and submit compliance reports and documentation to government agencies in a timely manner.
  • Develop and oversee policies and procedures for the company's permit compliance program.

Requirements

  • At least five (5) years of experience in managing the environmental compliance of large infrastructure projects, with demonstrated experience within the renewable or similar industries strongly desired.
  • Bachelor's degree in environmental studies, ecology, biology, city and regional planning, or related field; an advanced degree is preferred.
  • Experience managing and maintaining compliance with land use permits, zoning permits, and environmental resource permits for large energy or infrastructure projects.
  • Expertise with land use entitlements, CEQA, NEPA, ESA, state Endangered Species laws, aquatic resource permitting, and stormwater regulations is desirable.
  • Experience coordinating with federal and state agencies, counties, and municipalities to satisfy mitigation measures, conditions of approvals, and stipulations associated with conditional use permits, Right-of-Way grants, or similar permits.
  • Understanding of permit compliance requirements in relation to Engineering, Procurement, and Construction (EPC) contracts.
  • Ability to manage multiple time-sensitive projects simultaneously and meet project deadlines.
  • Effective verbal and written communication skills.
  • Experience working with permitting specialists, regulators, project managers, environmental lawyers, scientists, planners, engineers, and contractors.
  • Demonstrated ability to work in a team environment and independently manage permitting activities.
  • Strong work ethic and professional demeanor.
  • Motivated self-starter capable of working both independently and as part of a team.
  • Willingness to travel approximately 20% to visit operating and under-construction renewable power sites, government agencies, stakeholders, and industry conferences.
