Atwell's Pipeline and Transmission practice is growing, and we're looking for a Right of Way Acquisition Specialist to support active projects across the Milwaukee metro and Southeastern Wisconsin region.
Key Responsibilities
Engage landowners across Southeastern Wisconsin to explain project scope, address concerns, and secure land rights including easements, rights-of-entry, and option agreements
Research property ownership, title information, and parcel boundaries using Wisconsin county courthouse records, GIS systems, and tax parcel data
Prepare, review, and execute land use documents in compliance with client, state, and regulatory standards (including Wisconsin Public Service Commission requirements)
Negotiate compensation agreements and settle damage claims in coordination with the Field ROW Supervisor and Project Manager
Document all landowner communications — calls, correspondence, and in-person meetings — and maintain detailed parcel files
Record executed legal documents with the appropriate county offices (Milwaukee, Waukesha, Racine, Kenosha, and surrounding counties)
Read and interpret maps, plats, engineering drawings, and legal descriptions to clearly communicate project impacts
Coordinate access needs with surveyors, environmental teams, inspectors, and contractors across the region
Support valuation reviews, appraisals, and damage assessments
Track acquisition progress in project databases and report field status to the Field ROW Supervisor
Participate in project meetings and assist with field close-out activities
Requirements
2–5 years of experience in right of way acquisition, real estate, or a related field; experience with transmission or utility projects in the Midwest preferred
Working knowledge of Wisconsin property law, land rights, and real estate documentation
Comfort researching title and ownership records through Wisconsin public systems and county records
Familiarity with Southeastern Wisconsin landowner dynamics and permitting environment a plus
Strong negotiation skills and the ability to resolve conflict professionally
Clear, confident communication with a wide range of landowners and stakeholders
Must be comfortable with regular field travel throughout the Milwaukee metro and surrounding rural areas
IRWA coursework or certifications a plus
Associate degree or equivalent combination of education and relevant experience
