Job Description
A field-based Right of Way Acquisition Specialist responsible for managing land rights acquisition for pipeline and transmission projects in Southeast Texas, involving landowner engagement, legal documentation, negotiations, and coordination with various project teams.
Key Responsibilities
- Engage landowners to explain project scope, address concerns, and secure land rights
- Research property ownership, title information, and parcel boundaries using county records and databases
- Prepare, review, and execute land use documents in compliance with regulations
- Negotiate compensation agreements and settle damage claims
- Document landowner communications and maintain parcel files
- Record legal documents with county offices
- Read and interpret maps, plats, engineering drawings, and legal descriptions
- Coordinate access with surveyors, environmental teams, inspectors, and contractors
- Support valuation reviews, appraisals, and damage assessments
- Track acquisition progress and report updates
- Participate in project meetings and assist with project close-out
Requirements
- 2 to 5 years of experience in right of way acquisition, real estate, or related field
- Working knowledge of Texas property law, land rights, and real estate documentation
- Experience researching title and ownership through Texas county and appraisal district systems
- Ability to negotiate compensation agreements and settle damage claims
- Ability to read and interpret maps, plats, engineering drawings, and legal descriptions
- Ability to coordinate access with surveyors, environmental teams, inspectors, and contractors operating across the Greater Houston region
- Ability to track acquisition progress and report field updates
- Ability to support valuation reviews, appraisals, and damage assessments
- Comfortable with regular field travel across Southeast Texas
- Strong negotiation and communication skills
- Familiarity with landowner dynamics in Harris, Fort Bend, Brazoria, or surrounding counties
- Experience in researching property ownership and parcel boundaries using county courthouse records, tax rolls, and appraisal district databases
- Experience in managing the full acquisition lifecycle from first contact with landowners through final documentation and close-out
- Support for preparing, reviewing, and executing land use documents in compliance with client and Texas Railroad Commission standards
- Support for documenting all landowner communications and maintaining detailed parcel files
- Support for recording executed legal documents with county offices across Harris, Fort Bend, Brazoria, and surrounding counties
- Support for coordinating access and project activities with surveyors, environmental teams, inspectors, and contractors
- IRWA coursework or certifications (preferred but not mandatory)
- Associate degree or equivalent experience
